The current average waiting time for driving tests (end-of-list appointments) is about 7 to 8 months. Many repeaters choose to apply for an early test appointment in hopes of a quick resolution to avoid incurring additional costs for makeup classes and reapplying for a learner's license. Eligibility of Repeater Early Test Appointment

Having failed all or part of the last road test.
Not having purchased a driving test form to rebook.
Previously held a valid driving license that has expired for no more than 3 years.
No convictions for specified serious offenses within the last 5 years immediately preceding this application (applies only to commercial vehicles).

Repeaters Can Register for Two Consecutive Weeks of Draws

Early test appointment slots are limited and primarily come from candidates who have postponed or temporarily canceled their test dates. Starting in 2023, the Transport Department implemented a lottery system, replacing the previous first-come, first-served arrangement.

Candidates can register to participate in the lottery starting four working days after their last test date and up to two consecutive weeks of draws.

Similar to the normal booking process, candidates can only choose a region (Hong Kong, Kowloon, or New Territories). Once your candidate number is successfully drawn, the Transport Department will issue a new road test appointment letter, listing the test venue address.

Repeater Early Test Appointment Booking

1. Register for the Lottery

From Monday to Friday (excluding public holidays), between 11:00 AM and 11:59 PM, register for the next working day’s lottery for repeaters via the Transport Department's online booking system or hotline (2866 8148).
Input your identity document number, date of last test failure, and other basic information, and choose to enter a single draw or consecutive draw for the following two weeks starting from the registration date.

2. Announcement of Lottery Results

The Transport Department will announce the lottery results from Monday to Friday at 9:00 AM (excluding public holidays). Candidates can check results using their registration number via the online system or hotline.
Successful candidates and those whose registration period has expired without being drawn will be notified through their chosen contact method (email or SMS).

3. Booking an Early Test for Successful Candidates

Successful candidates will receive a personal identification code for the repeater early test appointment via email or SMS.
Candidates must log into the Transport Department system with their personal identification code or call the hotline (2866 8148) to choose a test date between 7 and 30 working days after the draw date.
Early test appointment slots are non-transferable.

4. Payment

Successful candidates must pay the driving test fee within 2 working days after selecting the test date, using a valid personal e-certificate, or by logging into the online system through iAM Smart+. Alternatively, they can visit the designated licensing office (Monday to Friday, 9:00 AM to 5:00 PM, excluding public holidays) in person or through an agent, bringing the following documents:
- Original or copy of identity document.
- Completed driving test application form signed by the candidate (for non-commercial vehicles (TD82)/commercial vehicles (TD321)) and specified required documents.
- Examination fee of $510.
- If confirmed by an agent, a completed authorization form signed by the candidate must be provided.
- Candidates visiting the licensing office must sign the stamped form.

For Candidates Who Did Not Get Drawn

If the registration period ends without being drawn, candidates will be notified via email or SMS and can re-register for the lottery.
